NEWTON TOWNSHIP MINUTES 10-8-2024

Newton Township Trustees met in regular session on Tuesday, October 8, 2024.  Those in attendance were Larken Slack, Derek Dozer and Randy Elson; Township Trustees and Paula Frank, Fiscal Officer. Also in attendance were Township residents:  Sam Lantz, Brandon Stackhouse, Renee Stackhouse, Kent Cornett, and Howard Peller.

Meeting was called to order by Trustee Slack at 6:00 pm.

Pledge to the flag was led by Larken Slack.

Agenda:  approved. 

Minutes:  approved.

Public Participation:  Roseville resident, Howard Peller, has been taking care of an old cemetery on their property and would like to be buried there.  They are going to try to put a fund together to allow for the cemetery to be taken care of after they are deceased.  They have stones and fragments of stones are in their barn.  He plans to put an iron fence around an area where they would like to be buried.  Derek said he has read up on it and they are ok to be buried on their own property as long as there is a fence around the area they plan to be buried.  Derek suggested they get the fence installed as soon as possible.

Fire Department Business:   Chief Knox is in court this week and was unable to attend the meeting.

Craig gave the Fiscal Officer the following rundown via text:

·         There were 173 dispatched calls in September

·         Medic 1082 needed rear brakes and rotors

·         All hoses have passed testing

·         He has 3 applicants going through the hiring process

Assistant Chief:  none.

Road Report:   

·         Jason has been filling potholes on Lower Kroft. 

·         Plans to start ditching soon so water can divert off the roads. 

·         Butcherknife needs a lot of stone. 

·         Culvert replaced on Thompson Run Road. 

·         Salt has been delivered and put away.

·         Air conditioner has been fixed on the tractor.  He drove it last Friday and the 4WD is not working. 

·         They were called out on 3 trees that had fallen down.

·         Jason has all the parts to make a vertical saw for the backhoe that would help with tree trimming.  He plans to get some LED bar lights for the hoe so they can see when working in the dark in emergencies.

Old Business:  Derek drove past the Boyd property and they have done some work but certainly not completely cleaned up.  He thinks if they don’t finish cleaning up they need to take action.

Larken said there is no activity yet on Shaw Road by the water department.  Beth did call Larken about a week ago and said everything was ready to go.  Jason does not like the idea of them digging down to existing taps because it will mess up the compacted stone they have down.

New Business:  Larken asked that the 1st junk motor vehicle letter be mailed to Jeffrey & Michele Sweeney at 5015 Foxfire Drive.  Derek will get FO the 2nd letter for Huff and Wilson so they can be mailed via certified mail.

Larken would like to hire a tree service to go to Slack Road to trim back trees so they can start ditching.  Funk Tree Service is who has given him the estimate for two and half days work at $4500.  Derek made a motion to appropriate money for tree removal.  Larken seconded the motion.  Motion passed.

Trustees Reports: 

Elson—The water department has cut a huge gouge in Thompson Run Road that needs fixed.  Derek said at this point we need to fix the road and then bill the water department for the repair.  He will text Beth and let her know.

Dozer—none.

Slack— none.

Fiscal Officer Report:

·         Distributed Grassroots Clippings

·         Mr. Boyd’s wife signed for the certified nuisance abatement resolution on 9/17/2024.  Mr. Jones has not signed his certified receipt.

·         Distributed information on HB 47 requiring that an automated external defibrillator be added to our “sports and recreation locations”.

·         $1,000.00 MORE Grant has been received.

·         Many thanks to Craig for getting all of the fire department employees to complete the AOS Fraud Reporting requirements by the deadline!!

·         FO opened an envelope from Anthem and there will be a 22% increase on the Township health insurance coverage.  The Aetna questionnaires have been sent back to the insurance broker so he can get us a quote.

 

Trustee Dozer made a motion to pay bills.  Trustee Elson seconded the motion.  Motion carried.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, November 12, 2024 at 6:00 pm.
