NEWTON TOWNSHIP MINUTES 7-12-2022

Newton Township Trustees met in regular session on Tuesday, July 12, 2022.  Those in attendance were Jeffery Cohen and Jake Lutz, Assistant Fire Chiefs; Larken Slack, Derek Dozer and Randy Elson; Township Trustees and Paula Frank, Fiscal Officer. Also, in attendance were, township residents:  Kent Cornett and Brandon Stackhouse.

Meeting was called to order by Trustee Elson at 6:00 pm.

Pledge to the flag was led by Randy Elson.

Agenda:  approved. 

Minutes:  approved.

Public Participation:  Mr. Cornett was here to let the department know that he called the water dept about a fire hydrant that has been hit twice at 3510 Darlington.  He called again about a month ago and they said they didn’t have record of that repair being needed.  So, he wanted to make sure that the department knew that.  Jake Lutz said that is the water department’s responsibility.  Mr. Dozer sent a message to Maysville Water about this issue.  She replied back that they just do not have the help right now to fix it.

Fire Department Business:  Resolutions were presented for sale of the cot and the medic to be signed by the Trustees.  Craig has been in touch with OTARMA about the possibility of them covering the repair to the ladder and that is still in limbo.

Cody Smith is in the process of being hired.

The new medic has been on a few runs but is at Atlantic for repairs due to a refrigerator that is not cooling.

Waiting on the new life pack to show up from Stryker.  Stryker is still waiting on parts for building the monitors. 

HVAC bids – Stewart Plumbing and Kessler Heating and Cooling.  Stewart – 3, 5-ton Reem units $23,692.00 with new air handlers but using existing duct work as well as pad for units set on ground and includes installation.  Kessler – 4-ton Reem units, which is what they currently have, 3 units would be $18,650.00 with new air handlers.  Larken stated that if you purchase them out right and had individuals install and do electrical would be around $13,000 but it would take longer to get them installed.  Discussed maybe getting a new quote from Kessler’s with 5-ton units instead of the 4-ton.  Dozer made a motion that they use the higher dollar figure for appropriations and then get another quote from Kessler’s for the larger units.  They will go with whichever is the lower in price.  Elson seconded.  Motion carried.

Assistant Chief:  none.

Road Report:  Had a large tree come down today that they cleaned up.  Larken brought up when they are paving in White Cottage maybe they could go up to Crock Road. 

Curb on Rucker by the cemetery – build it out and it would help in the winter with plowing.  And possibly take a couple of feet into Greg Rucker’s yard to widen it a bit more.

Old Business:  Paving for 2022 – Rucker, White Cottage roads, Shaw from Greehouse up over the hump – roughly 620’ and stopping at 2605 Shaw Road and Crock Road (Limestone to Huggins).

Chip and seal is $12,500 per mile.  Should have enough left over after paving to do 15 miles of chip and seal.  The county will give us roughly $22,000 toward this.  Randy has been in touch with Matt at the Engineer’s office and they are aware that the township wants this done by the time school starts.  Roads to be chip and sealed are:  E. Darlington, Leffler, Payne, Ironspot, Opera, Ridgley, Slack, Workman, Stiers, Holbert, Mahon, Yost, Crock, Huggins, Harlan, Bush Run, Bucherknife, and Porter Run.

Discussion about the random holes appearing on Shaw that are full of water.  Jason will dig out the big one and fill it with concrete.

New Business:  Gas company has torn up Greenhouse and has not repaired it.  Derek will contact R & R about this.  They did not contact the township prior to doing this work.

Slack –- none.

Fiscal Officer Report:

·         Distributed Grassroots Clippings

·         Mutual Aid agreement for Madison Township to be signed and returned.

·         Resolution 08/2022 – Revised to remove all future assessments for Mr. Miller.

·         Resolution 09/2022 – Reduce appropriations in FEMA fund 2901 by $79,190.48.

·         Resolution 10/2022 – To adopt the 2023 Alternative Tax Budget.

·         Resolution 11/2022 – To sell 2006 Horton International Medic

·         Resolution 12/2022 – To sell surplus Ferno 28Z Ambulance Chair Cot

Trustee Slack made a motion to pay bills.  Trustee Dozer seconded the motion.  Motion carried.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, August 9th at 6:00 pm.
