NEWTON TOWNSHIP MINUTES 7-14-2020

Newton Township Trustees met in regular session on Tuesday, July 14, 2020.  Those in attendance were Jason Taylor, Road Maintenance Employee for the Township; Allen Deaver, Fire Chief; Craig Knox, Assistant Fire Chief; James R. Smith, Robert Stephenson and Derek Dozer; Township Trustees and Paula Frank, Fiscal Officer. Also in attendance, from the fire department, were Jeffrey Cohen, Stephen Baker, Josh Stephenson, and Jeremy Yarger.

Meeting was called to order by Trustee Smith at 6:00 pm.

Pledge to the flag was led by Trustee Smith.

Agenda approved.

Minutes approved.

Public Participation:  none.

Fire Department Business

Chief Deaver—Construction company has moved out of the yard.  The current EMT class began before COVID and they would like to re-start the class, observing social distancing and mask wearing.  Trustee Dozer stated that they must adhere to those rules and if they are caught not doing so, they will be shut down.

Assistant Chief Knox— nothing to report.

Road Report – Backhoe was broke down but it is now fixed.  They are cleaning up storm damage, from last week.  Payne Road—maybe haul the uniforms away to Tunnel Hill Reclamation, as a start.  Leave the tires where they are until someone can talk to Campbell’s Tire.  Trustee Stephenson is still working with FEMA and their requirements.  The township has already received roughly $61,000 from them so far, and he believes there will be more.  Trustee Dozer clarified that the FEMA money has been deposited into the FEMA fund and can be used for the summer asphalt project or chip seal.  They should start chip sealing the end of July or the beginning of August.

Old Business – Roydale Road fence issue—Trustee Smith and Jason Taylor will try to get together to check out the property line issue, etc.

New Business – none.

Fiscal Officer Report:

The Fiscal Officer presented the following resolutions to be adopted and signed by the board:

Resolution 06/2020 Cares Act Funding

Resolution 07/2020 Credit Card Application Signatory

Resolution 08/2020 2021 Alternative Tax Budget

Resolution 09/2020 Revised amended certificate for FEMA money received.

Distributed Grassroots Clippings.

Trustee Stephenson made a motion to pay bills.  Trustee Dozer seconded the motion.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, August 11, 2020 at 6:00 pm at the Fire Department.
