NEWTON TOWNSHIP MINUTES 8-11-2020

Newton Township Trustees met in regular session on Tuesday, August 11, 2020.  Those in attendance were Jason Taylor, Road Maintenance Employee for the Township; Allen Deaver, Fire Chief; Craig Knox, Assistant Fire Chief; James R. Smith, Robert Stephenson and Derek Dozer; Township Trustees and Paula Frank, Fiscal Officer.  Also in attendance were the following from the fire department: Gene Hensley, Jeffrey Cohen, Jake Lutz, Jeremy Yarger, Josh Stephenson.  Beau Todd, township resident, was also present.

Meeting was called to order by Trustee Smith at 6:00 pm.

Pledge to the flag was led by Trustee Smith.

Agenda approved.

Minutes approved.

Public Participation:  none.

Fire Department Business

Chief Deaver—Stewart Plumbing will be doing the back flow test next week for the Health Dept. and servicing AC and broiler.  Skid unit in the brush truck blew up and it has been replaced.  School inspections are the 25th of August.  Replaced a lot of batteries—ladder, medics and back up engine.  New medic will be having some warranty work done soon.

Assistant Chief Knox— none.

Road Report – Chip seal will begin the end of the month.  Not getting any info from Shelly on when paving when start.  No equipment break downs recently.  Mahon Road—Bob says that FEMA is working on a plan to fix the road.  FEMA is telling him how it will be done.  October 8th is the deadline to have Mahon fixed, per FEMA.  Second round of mowing will begin in September. 

Old Business – Roydale Drive resident complaining about the Browning fence.  Discussion followed regarding the location of property pins so they can determine exactly where the fence should be located.

New Business –none.

Trustees Reports:   

Stephenson—none.

Smith—none.

Dozer—Mr. Dozer asked to go into executive session, with Chief Deaver, at 6:16 pm to discuss the candidates for the Fire Chief position. 

The executive session ended at 6:30 pm and Craig Knox was called back into the meeting and offered the position of Fire Chief.  Mr. Knox accepted the offer.  The other three candidates: Jeffrey Cohen, Jake Lutz, and Josh Bryan, were called back into the meeting, individually, to notify them of the Trustees decision.

Fiscal Officer Report:

The Fiscal Officer presented resolution 10/2020 to be adopted and signed by the board to move FEMA funds from four current funds:

2901-290-190-000 $10,000.00

2901-290-420-000 $15,000.00

2901-290-430-000 $ 5,000.00

2901-290-490-000 $ 5,000.00

 

Moving to a new capital outlay fund, 2901-760-700-000, in the amount of $75,260.75.

·         Distributed Grassroots Clippings. 

·         FO had the Trustees sign the next year Mutual Aid agreement with Madison Township Fire Department. 

·         Trustees signed the certification from the Muskingum County Auditor for local government monies expected in 2021 in the amount of $7968.15.

Trustee Smith made a motion to pay bills.  Trustee Stephenson seconded the motion.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, September 8, 2020 at 6:00 pm at the Fire Department.
