NEWTON TOWNSHIP MINUTES 4-14-2020

Newton Township Trustees met in regular session on Tuesday, April 14, 2020, via ZOOM due to the COVID-19 pandemic.  Those in attendance were Jason Taylor, Road Maintenance Employee for the Township; Allen Deaver, Fire Chief, Craig Knox, Assistant Chief and EMS Coordinator; James R. Smith, Robert Stephenson and Derek Dozer; Township Trustees and Paula Frank, Fiscal Officer. 

Meeting was called to order by Trustee Smith at 6:00 pm.

Pledge to the flag was led by Trustee Smith.

Agenda approved.

Minutes were presented to the trustees the following day, in the meeting room, due to social distancing.

Public Participation:  None

Fire Department Business

Chief Deaver—The tanker got scuffed on a run, but has been buffed out.  The department is getting a quote from Hittle Electric to switch out generators.  There is enough PPE, for the department, at this time, with the pandemic.  Kim Hambill, with the Sheriff’s office, says the CAT integration, on their end, will be done this week.  Image Trend will be good by the end of next week, hopefully.  Zero turn mower was serviced.

Assistant Chief Knox – Discussed the rental of the building during the pandemic and it was decided that there should not be any rentals until the Governor’s “stay at home” order is lifted.  The assistance to firefighters grants are taking new clients for the next grant cycle for PPE, etc.  Ohio First Responder Grants LLC is a company that Craig has been in contact with and they are accepting new clients to write grants for.  He will email their info to the trustees so the decision can be made if they want to enter into a contract with them for grant writing services.

Road Report – Jason Taylor— Purchase of dump truck and road issues.

Old Business – Purchase of a dump truck.  A resolution was passed to purchase a Ford F550 from The Car Company, in Baltimore, OH, for $46,235.00.  A plow and spreader can be purchased for a maximum of $18,900, from Jim Smith on Cimmaron Road.  Mr. Dozer made a motion to proceed with the plow and spreader, Mr. Stephenson seconded.  Mr. Smith abstained due to his relation to the other Mr. Smith.

New Business -   None

Trustees Reports:   

Stephenson—Mahon Road is not going to see any monetary help from FEMA.  Discussion followed that it may take upwards of $15,000 to repair Mahon.  Workman Road is also not receiving help from FEMA.  Mr. Stephenson asked that everyone run their roads before the May meeting so there can be discussion on which roads need chip seal this summer.  Jeff Swingle said he would mow this summer but would not be available for anything additional.

Smith—Dump truck purchase.

Dozer— A resident called about Nolan Drive & Woodland regarding a steep drop off that maybe needs looked at and repaired.  A Harlan Road residence has a business that has no parking and the customers are pulling off the side of the road to park, causing blockage to the roadway.  Broadview and Maysville Pike has a hole in the road that needs repaired. 

Fiscal Officer Reports

Distributed Grassroots Clippings and other correspondence that had come in the mail from various vendors.

Discussed the ongoing issue with Ohio Bell and the bill they send for the repairs to the phone cable on Workman Road.  Trustees agree that Attorney Zanghi should be notified of the situation and see what he thinks we need to do.  After the COVID-19 issue is over, we may have a representative from Ohio Bell attend a meeting so they can discuss this face to face.

Fiscal Officer notified the trustees that a legal ad has been placed in the Times Recorder to bid out the township’s banking services.  Sealed bids are due on May 12th.

Trustee Smith made a motion to pay bills.  Trustee Stephenson seconded the motion.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, May 12, 2020 at 6:00pm at the Fire Department.
