Newton Township Trustees met in regular session on Wednesday, March 13th, 2019.  Those in attendance were John Stottsberry, Township Resident; Jason Taylor, Road Maintenance Employee for the Township; Craig Knox Assistant Chief and EMS Coordinator; James R. Smith and Robert Stephenson, Charles R. Elson, Township Trustees.

Meeting was called to order by Trustee Elson at 7:00pm.

Pledge to the flag was led by Randy Elson.

Agenda approved.

Minutes were approved as presented.

Public Participation:

John Stottsberry – Cars are going off into his yard at 2585 Yost Road.  Discussion.

Fire Department Business

Medic 1082 had a recall and went into Dutros.

FF1 Class has started, has 13 students.

EMT class has started, has 16 students.

Brush 1082 was backed into while parked on scene.  No damage to our truck.  The other vehicle hit ours with mirror.  Report was completed by MCSO.

Medic crew was assaulted by a patient on 3/13/19.  A report was filed with MSCO.

An officer’s meeting/workshop was held on March 2nd.  The ground work for a new vision for the FD and the direction it should go was explained to the officers.  Some team building was also completed.

SOG’s are in process of being reviewed  and updated/rewritten.

Estimates will be received for roof.

Once weather allows, the field will be raked and have ruts removed.  The person donating time and equipment is only requesting the FD to pay for the fuel.

FDIC 4/7-4/13, Knox, Geiger, Hensley, and Mason Deaver attending.

Muskingum Iron and Metal is bringing a roll-off dumpster.  Going to clean out the storage areas of unused equipment and supplies.

BMV abstracts being completed for $5 per employee.

New Gas meter is in and in service on the rescue.

Were denied a grant for the UTV.

County issued us a check for $2000 as they do each year.  It was given to the Association to cover the Township’s portion of the banquet.

Association agreed to replace the mops, rugs, towels, etc in the building at a cost of around $500.  We had been using New Service Concepts for this service but it was costing around $100 a month.  Sending a letter to cancel that service effective 4/30/2019.

Once the boilers are turned off for the year Stewarts will be in to clean them.  The old boiler needs it’s jockey pump repaired.

Generator has a short in the wiring for the transfer switch/auto start.  It is in manual mode only right now until it can be replaced.

A non-denominational church rented the gym every Sunday for the year.  They also have it rented every Friday for the months of April, May, October, November, and December.

Have not had a response from the Ohio Township Magazine about advertising the old medic.

Garage door needs serviced.  Openers were manufactured in 2001 and put in operation in 2004.

Had a FireFighter that was put on suspended status as he allowed his certification to expire.

Road Report – Jason Taylor

No salt delivery.

Hauling stone for roads.

Stephenson requested receipts for FEMA disaster grants.

Ditch cleaning bucket was discussed.  Cost should be in the $3,800-$6,000 range.

Trustee Stephenson made motion to purchase an AMI attachment for a cost of around $4,350.  Trustee Elson seconded the motion and all three agreed.

Will continue to patch pot holes.

Old Business -     None.

New Business

Stephenson – Ironspot.  There has been a petition to vacate a street/alley(s).  Discussion regarding the alleys.  Trustee Smith made the motion to vacate the alley.  Seconded by Stephenson and all agreed. Dozer to draft resolution and get signed at the next regular meeting.

Street lights addressed.

Columbia Gas project in East Fultonham.  Paving needs to be postponed until after.

Smith – Requested that the Township send a letter to Zemba Brothers, County Commissioners, and Don Madden about the streets in Avondale.

Stephenson – Chip seal project in 2019 discussed.

Elson – Questioned Rucker Road.  No update.

Trustees Reports:   - None.

Fiscal Officer Reports

Payment registers, appropriations, fund status reports, grass roots clippings received.

All bills deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Wednesday, April 10th, 2019 at 6:00pm at the Fire Department.
