NEWTON TOWNSHIP MINUTES 6-12-2019

Newton Township Trustees met in regular session on Wednesday, June 12th, 2019.  Those in attendance were Scott Schnegg from NLS and Ross Kirk from the Shelly Company there to bid on the pavement and chip seal bids; Bob Mock, John Phillips, John Stottsberry, Township Residents; Larry Taylor, Road Maintenance Employee for the Township; Craig Knox Assistant Chief and EMS Coordinator; James R. Smith and Robert Stephenson, Charles R. Elson, Township Trustees and Derek Dozer, Fiscal Officer.

Meeting was called to order by Trustee Elson at 6:00pm.

Pledge to the flag was led by Randy Elson.

Agenda approved.

Minutes were approved as presented.

Open bids for 2019 Chip and Seal and paving.   Shelly Company and NLS were the bidders.

Discussion on Mahon Road ditch problem.

Public Participation:

There is a hole on Fox Fire that needs fixed.

Fire Department Business:

Received Travelers Insurance payment for light pole.

Medic 1081 was out of service for air brake issues.

EMT class end of June.  FF1 end of July.

Fire Charter and EMT application for charter is in progress.

Church group that was renting the gym has found a perm location.

Aladtec software is being used to do checks and audits as well as scheduling.

Henning and Sons bid on the roof for the Fire Station.  $102,500.

Discussion around bids received so far and what to do.

Trustee Stephenson made a motion to accept the Monarch Enterprise roofing bid for $45,935.45

Trustee Smith seconded the motion and all three agreed.

Tax levy will be filed as a renewal levy.  Knox asked the Trustees to consider reinstating the levy that has been put on hold.  Resolution will be written up by Auditor’s Office for then would need signed and returned.  Knox to get with Auditor’s Office to get the ball rolling on levy info.

Road Report – Larry Taylor

Has been grading as much as possible.

Culvert needs to be put in on Holbert.

Ford Road needs culvert as well.

Mona and Dona Drive need work before paving.

Grantcliff has 300 feet in Newton Township.  Dale Phillips will be coming in talk to us about the issue at the next meeting.

Salt bid was $89.21 with hauling included.

Hauled a couple hundred tons of sand.

Allen Browning on Roydale Drive, gate across the lane.  He would like it connected to Lavona.

Axaline drainage issue has been solved.

George Hill – Axaline has a property that is an issue.

Crock Rd – Ash trees need cut.

Mr Sargent - Butcherknife is complaining that he meets school buses on curve.  Smith owns property on both sides of the road.

Old Business -     None.

New Business -   None.

Trustees Reports:   - Nothing further.

Went into Executive Session at 7:00pm to talk about personnel issues.

Came out of Executive Session at 8:05pm.

Trustee Elson made a motion to reinstate Allen Deaver as Fire Chief on July 1st, 2019.

Trustee Smith seconded the motion and all 3 agreed.

Fiscal Officer Reports

Payment registers, appropriations, fund status reports, Grassroots Clippings received.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Wednesday, July 10th, 2019 at 6:00pm at the Fire Department.
