NEWTON TOWNSHIP MINUTES 7-10-2019

Newton Township Trustees met in regular session on Wednesday, July 10th, 2019.  Those in attendance were Stottsberry, William Priest, ,;Larry Taylor, Road Maintenance Employee for the Township; Allen Deaver – Fire Chief, Craig Knox Assistant Chief and EMS Coordinator; Robert Stephenson and Charles R. Elson, Township Trustees and Derek Dozer, Fiscal Officer.

Meeting was called to order by Trustee Elson at 6:00pm.

Pledge to the flag was led by Randy Elson.

Agenda approved.

Minutes were approved as presented.

Public Participation:

William Priest – 8760 Ridgley Road

People are taking it upon themselves to try and fix their roads and that is making it bad on everyone else.  Trash company quit picking up their trash.  Can’t see on the crown to know that 4 wheelers are coming your way.  A lot of residents with kids under the age of 10.  Frustrating when Slack Rd was fixed and hers is not.

Internet service is poor and Spectrum wants more people to sign up.  If Trustees hear would like to them to speak up.  Runs a business and needs better solutions.

Trustee Stephenson explained that the Township is going to zip the road in the near future.

Stottsberry - Ditch fills up and overflows in front of his house on Yost.

Fire Department Business

Gym floor needs looked at from flood.

Have been looking at updating record management system.  Current system Alert Systems is not user friendly.  Initial set-up is less than 15k.  Complete system.  3,300 to 3,500 a year after that ImageTrend.  Would like to look into new system.  The Association will buy hardware if FD buys the software.

Trustee Stephenson made motion to spend up to 15k to update the current system to Image Trend.  Trustee Elson seconded the motion.   Both Trustees were in favor of the motion.

Roof was not sloping toward the drains.  Underlay spray on foam maintains the warranty.  The membrane was not covered if not done.  Both Trustees were aware and approved the repairs added to the initial bid.  $8,761.10

Hot water tank in the boilerroom went bad.  $2000 range.  Stewart will bill.

 

Road Report – Larry Taylor

Discussion on 2019 pavement work.

Trustee Stephenson made the motion to accept the Shelly Company proposal on Mona and Dona Drive, Rebecca, Janette, MoxaDarla, from Pather Drive to Moxahala Park, Avalon, and McFarland.  The amount will not exceed $205,000 per the approved bid.   Trustee Elson seconded the motion.  Both agreed.  Shelly Company will be contacted.

Discussion about cemeteries.

Rucker Road letter from Prosecuting Attorney sent letter.

Old Business -     Water Department will be going up Lewellyn.  Need to complete proper forms.

New Business -   Jim Bradley from South Zanesville called and would like to have his driveway to be considered a road.  Trustee Stephenson called Planning Board and will not do it.

Still dealing with Axaline Avenue issue.  Lady with trash on her porch not sure how it will end up.

Meeting with FEMA about hoops and documents that have to jump through to do the Mahon Road project.  $117k is estimate at this time.  Slip on Yost Road was discussed.  Was a positive meeting.

Trustees Reports:   - None.

Fiscal Officer Reports

Payment registers, appropriations, fund status reports, grass roots clippings received.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Wednesday, August 14th, 2019 at 6:00pm at the Fire Department.

Newton Township Trustees met in special session on Wednesday, July 23rd, 2019.  Those in attendance were James R. Smith and Robert Stephenson, Charles R. Elson, Township Trustees and Derek Dozer, Fiscal Officer.

Meeting was called to order by Trustee Elson at 6:00pm.

Pledge to the flag was led by Randy Elson.

Agenda approved.

Levy information for the Fire Department was presented and signed.

Next regular meeting will be held on Wednesday, August 14th, 2019 at 6:00pm at the Fire Department.
