NEWTON TOWNSHIP MINUTES 4-12-2017

Newton Township Trustees met in regular session on Wednesday, April 12, 2017.  Those in attendance were John Phillips, Don Yarger, Newton Township resident; Scott Ridgeway, Finley Fire; Larry Taylor, Road Maintenance Supervisor; Chief Allen Deaver of the Fire Department, Assistant Chief & EMS Coordinator Craig Knox of the Fire Department; Jeff Swingle and Jeff Lloyd of the Fire Department  James R. Smith and Robert Stephenson, Charles R. Elson, Township Trustees and Derek Dozer, Fiscal Officer.

Meeting was called to order by Trustee Smith at 6:00pm.

Pledge to the flag was led by James R. Smith.

Agenda approved.

Minutes were approved as presented.

Public Participation:

John Phillips – Received estimate of $4,000 for driveway concrete install to repair damage when Township needed to replace culvert.  Asking Township to pay part of the cost.

Trustee Smith made motion to pay Mike Lang $2,200 as a portion of Mr. Phillips driveway repair at 3605 Dona Drive resulting from Township’s need to install a culvert under Mr. Phillips driveway.  Seconded by Trustee Stephenson.  All 3 Trustees agreed.  Motion passed.

Mr. Don Yarger – Came to discuss reviving what used to be White Cottage Community Days, now to be called White Cottage Homecoming.  Mr. Yarger asked the Trustees about the potential of using the gym and talked about the requirements of security/law enforcement if alcohol is served at an event.

Fire Department Business

Jeff Lloyd – Ohio Department of Forestry has a matching grant program and wants to replace 2 chainsaws, 2 blowers, 4 sets of PPE, 2 swatters, 2 rakes.  Beckert bill will be$1913.33 and $184 from Finley for handtools.

Trustee Smith made motion to purchase the aforementioned Fire Department equipment from Finley Fire and Beckert not to exceed $2,500 that will be part of a grant from the Ohio Department of Forestry.  Motion was seconded by Trustee Elson.  All 3 agreed.  Motion passed.

Boiler was delivered on Monday.

Brush Truck repaired by Robbie Chambers.  Pump on brush truck still in need of additional repairs.

April 23-29 Knox, Deaver, Geiger, Lloyd, Swingle and Hammers to attend FDIC in Indianapolis.

Golf Outing on May 13th.

FEMA Grant - $9995 Thermal Camera, Turnout Gear of $12,250, 10 Boots $3580, and Pants for $8,530, Finley Fire Helmets (20) were $240 each for $4,800 total.

Trustee Smith made motion to purchase Camera, Gear, Boots, Pants and Helmets and other remaining gear for completion of FEMA grant in 2017.  Trustee Stephenson seconded motion.  All 3 agreed.  Motion passed.

New medic was discussed and Scott Ridgway of Finley Fire presented information on the State bid truck. Truck is $222,844.16  -$4600 if receive Ford discount and can take off $1000 if pre-pay at least half.

Trustee Stephenson made the motion to purchase the P.L. Custom medic from Finley Fire.  Trustee Elson seconded the motion.  All 3 trustees agreed.  Motion passed.  Trustees elected to take $1000 off and pre-pay for the medic.

Road Report

Concentrating lately on ditching.

Will grade Lewellyn Rd as it is rough.

Carter Lumber paperwork turned in so can buy from them now.

Shelly quotes on paving were discussed.

Executive Session

Called at 7:15pm to meet with Larry Taylor on personnel issues.

Left executive session at 7:25pm.

Trustees Reports:

                Nothing further.

Payment registers, bank reconcile, fund status reports, grass roots clippings received.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Wednesday, May 10, 2017 at 6:00pm at the Fire Department.
