NEWTON TOWNSHIP MINUTES 5-10-2016
Newton Township Trustees met in regular session on Tuesday, May 10, 2016. Those in attendance were Scott Belcastro – Trebel LLC; Tammy Swingle and John Phillips, Newton Township residents; Larry Taylor, Road Maintenance Supervisor; Assistant Chief & EMS Coordinator Craig Knox and Larry Geiger of the Fire Department. James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.
Meeting was called to order by Trustee Elson at 6:03pm.
Pledge to the flag was led by Charles Elson.
Agenda approved.
Minutes were approved as presented.
Public Participation:
Scott Belcastro – Trebel LLC
Explained again the relationship of Trebel and how the ballot issues would work if approved.
Gas is at a 17 year low right now.
Trustee Stephenson made a motion to accept Trebel as consulting and management representative for gas and electric aggregation representative with resolution 4-5-10-2016. Trustee Smith seconded the motion and all three trustees approved moving ahead with Trebel. Consulting agreement was signed.
Trustee Smith made a motion to pass resolution 5-5-10-2016 that puts a measure on the ballot this Fall to allow electric aggregation in the Township if passed through Trebel. Trustee Elson seconded the motion and all three agreed to allow the measure on the ballot if accepted.
Trustee Smith made another motion to pass resolution 6-5-10-2016 that puts a measure on the ballot this Fall to allow gas aggregation in the Township if passed though Trebel. Trustee Stephenson seconded the motion and all three trustees agreed to allow the measure on the ballot if accepted.
Mr. Belcastro explained how the process would work, asked Fiscal Officer Dozer to send the resolutions onto the appropriate individuals in the County and he would be in touch.
Fire Department Business:
April numbers = 16 Fire runs and 59 EMS runs for a total of 75.
Finley coming in to work on pump issue.
Golf outing was a success.
Trustee Stephenson made a motion to pass resolution 3-5-10-2015 that declares the necessity to pass a levy in the excess of the tenmill limitation for the purpose of Fire Department funds. Trustee Smith seconded the motion and all 3 trustees agreed. The levy if approved will be placed on the November 2016 ballot for 4.7 mills replacing a 1987 3 mill levy. The levy if passed will be used to man the FD on all 3 shifts, etc.
Road Report
Larry Taylor
- Patching holes and ditching when conditions allow.
- Old Glory to start next week.
- Has been putting signs up.
- Stine Rd and Ironspot holes mentioned.
- Mowing has started.
Trustee Smith made a motion to pass resolution 7-5-10-2015 that declares the necessity to pass a levy in the excess of the tenmill limitation for the purpose of Road Maintenance funds. Trustee Stephenson seconded the motion and all 3 trustees agreed. The levy if approved will be placed on the November 2016 ballot for 3.5 mills and is a new levy. The levy if passed will be used to pave and repair roads.
Trustee Smith also made a motion to accept Resolution 1-5-10-2016 that mandates all utilities using Newton Township right-of-ways inside the Township to clear a 4-foot radius around all pedestals, and establishes other rules relating to burying cables 4 feet below the ditch line and other responsibilities. Trustee Stephenson seconded the motion and all 3 trustees agreed.
Resolution 2-5-10-2016 was passed by all three Trustees to accept a 200 ton State bid for Salt in the State’s ODOT Winter Contract program.
Trustee Elson needed to excuse himself from the meeting due to a personal matter. He left at 6:46pm.

Fiscal Officer reports:
· Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.
All bills presented were deemed to be valid expenditures and were to be paid as presented.
Next meeting will be a Special Meeting to discuss Road Employee performance Reviews with the employees will be held on May 19th at 6pm at the Fire Department.
Next regular meeting will be held on Tuesday, June 14th, 2016 at 6:00pm at the Fire Department.
