NEWTON TOWNSHIP MINUTES 7-12-2016
Newton Township Trustees met in regular session on Tuesday, July 12, 2016. Those in attendance were Joe Hargrove of Zanesville, John Phillips a Newton Township resident; Larry Taylor, Road Maintenance Supervisor; Assistant Chief & EMS Coordinator Craig Knox of the Fire Department. James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.
Meeting was called to order by Trustee Elson at 6:03pm.
Pledge to the flag was led by Charles Elson.
Agenda approved.
Minutes were approved as presented.
Public Participation:
Joe Hargrove – 3910 Roberts Addition was a property he purchased. Have a combined systems for sewer and water and has had flooding problems. Would like Township to put money toward fixing the problem. Said he would be willing to put a couple thousand dollars toward getting it fixed. Suggested that the Township put a new culvert on Sidwell’s side of the road. Trustees explained that the situation has been the same for years and it was that way when he purchased the property. Mr. Hargrove said he didn’t want to but said he would have to take “action” if something can’t be worked out. The Trustees again explained the cost of the project and where the land sits will always experience flooding in the 100 year conditions that caused the damage that Mr. Hargrove referred to.
Fire Department Business:
June numbers = 19 Fire runs and 58 EMS runs for a total of 77. 0 non-responses.
Received FEMA Grants will be getting turnout gear, scba’s, dryer, etc.
EMS grant was used to buy Lucas device and it is being used now.
Requested to buy tables. 30 light weight and 20 wooden.
Gave copy of draft of Fire Levy handouts for residents.
Trustee Elson made motion to purchase 50 tables at a cost not to exceed $3,500 online. Trustee Stephenson seconded the motion and all 3 agreed. Dozer to help with purchase.
Road Report
Nothing new to report. Have been working on paving. There will be some bills coming from Neff paving. At this time there is no plan to chip seal as the money will be used to repair pavement that has been delayed for a number of years.
Old Business
End of Dona Drive needs a security light.
Car was damaged when mowing last year and will be getting a bill from repair shop. Trustee Stephenson said the damage wasn’t extensive but did remember the incident. All Trustees were reminded to report incidents like that immediately. Fink’s will be the repair shop.
Trustee Stephenson made a motion to pay for William Rexroad’s car damage once the bill is received from the repair shop from the General Fund. Trustee Smith seconded the motion and all 3 agreed. Bill showing work completed will be sent to Newton Township.
Salt was confirmed to be ordered through State bid and will be delivered late in the year.
New Business
2 Resolutions (1-7-12-2016 & 2-7-12-2016) for levies were presented and approved by the Trustees. 1 for the Road District Levy and 1 for the FD levy which will appear on the November ballot. Both were approved and signed. Resolutions along with sheets from Auditors Office showing valuations will be taken by Dozer to the Board of Elections for registering and will appear on the November voters ballots.

Nothing further.
Fiscal Officer reports:
· Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.
All bills presented were deemed to be valid expenditures and were to be paid as presented.
Resolution (3-7-12-2016) from SouthEastern Ohio Joint Solid Waste District was presented to be signed.
Next regular meeting will be held on Tuesday, August 9, 2016 at 6:00pm at the Fire Department.
