NEWTON TOWNSHIP MINUTES 2-09-2016

Newton Township Trustees met in regular session on Tuesday, February 09, 2016.  Those in attendance were Larry Taylor, Road Maintenance Supervisor, Assistant Chief & EMS Coordinator Craig Knox of the Fire Department.  Don Madden of Muskingum County Water Department, County Commissioner Jerry Lavy and County Commissioner Jim Porter.  James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Elson at 6:00pm.

Pledge to the flag was led by Charles Elson.

Agenda approved.

Minutes were approved as presented.

Public Participation:

Don Madden, Commissioners Jerry Lavy and Jim Porter were present to discuss the Avondale Sewer project.

Discussion about the trucks entering the area with stone, road conditions and work being done went on.  The lateral crew has two inspectors per Madden and questions were answered about stone compaction and gravel on the roads.   A number of the roads will admittedly need repaired.  Mr. Madden stated that the Trustees and he will get together in the Spring to look at the roads and determine what needs to be done.  Anticipates being done with the project in May.

Discussion of Ironspot Health issues surrounding Boyd properties and poor upkeep and what can be done with the Commissioners.

Fire Department Business

January numbers = 11 Fire runs and 73 EMS runs for a total of 84.

Medic – April 1st is the date that a 5% increase will occur on all but the chassis.  Can possibly use the 8K grant for the down payment.

Level 1 class – wraps up by March 6th.  Mobile burn unit will be at Newton.

Fire Fighter 2 starts in May.    6 applicants have started background check process.

Propane training equipment of $2,000 or less to hit training budget was discussed and approved.  (All  3 trustees agreed and approved)

Boiler controls are being installed now and back up by the end of the week.  If we install the boiler ourselves we might be able to get some help and reduce the installation costs.  Would need to be inspected either way so may look at that option.

Tech Soup order for software and computer equipment for training will be $3,500 or less.   (All 3 trustees agreed and approved)

Ladder truck is having transmission issue and needs to go to Lucas.

Would like to start looking at levy process to put a perm levy of 3.3M on in November.

Road Report

-          Fletcher Road bridge has been taken out by the County.

-          Will be hauling stone once it warms up.

-          Snow removal has went well.   Huggins Rd complaints and the comments made on social media were discussed.  Logic of why a full truck load of salt is not immediately taken up Huggins was discussed and agreed upon by Trustees.

-          Guardrail on Harlan is fixed.

Old Business

New Business

Cinema Drive call came into Trustee Stephenson to look at the road.

Jean Tipton called regarding Bethel Cemetary issue with Potts property.

Trustees Reports:  – Nothing further

Fiscal Officer reports:

·         Old metal Boat (with holes) will be sold by sealed bid for FD members as it is worth far less than $3,499.

·         Bond was given to Elson with instructions.

·         Lights for Crock Rd garage (LED) were put up and may get a rebate back from AEP.

·         Signs for gym, weightroom and no trespassing were put up.

·         Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, March 08, 2016 at 6:00pm at the Fire Department.
