NEWTON TOWNSHIP MINUTES 12-08-2015

Newton Township Trustees met in regular session on Tuesday, December 08, 2015.  Those in attendance were Larry Taylor, Road Maintenance Supervisor,   Township resident John Phillips.  Larry Geiger, Assistant Chief & EMS Coordinator Craig Knox and Chief Allen Deaver of the Fire Department.  James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Stephenson at 6:00pm.

Pledge to the flag was led by Robert Stephenson.

Agenda approved.

Minutes were approved as presented.

Public Participation:

None

Fire Department Business

November 73 runs.  15 Fire and 58 EMS.

Jan 16th – FireFighter Appreciation Dinner at EagleSticks.

Estimate to seal parking lot from Williams sealing, will look for additional.

Applied for Fire Fighter Assistance Grant.  353K requested.

Road Report

Larry Taylor

-          Brine tank is full.  Salt still not delivered yet.

-          Half of all signs are retrofitted.

-          Welfare to work guys are not doing very well.  Have not been dependable.

There is a recall on New Holland tractor.  Information given to Taylor.

 Old Business

Guardrail on Harlan still needs fixed.

None.

 Trustees Reports:  – Nothing further

Fiscal Officer reports:

·         Will be paying Road Maintenance (Jason and Larry) $100 each for Christmas bonuses if ok. (All 3 Trustees agreed and approved)

·         Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Budget meeting (30 minutes), followed by Books Closing meeting on December 28th at 6pm at FD.

Next regular meeting will be held on Tuesday, January 12, 2016 at 6:00pm at the Fire Department.

NEWTON TOWNSHIP MINUTES – 12-28-2015

                Newton Township Trustees met to close out business for the year 2015 and to close the books for same.  Those in attendance were; Charles R. Elson, James R. Smith, and Bob Stephenson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

                Meeting was called to order at 7:00 pm by chairperson, Stephenson.

                Fiscal Officer noted the following items needed updated / closed for the year:

*O.T.A. Conference is scheduled for 2016 and all elected officials are encouraged to attend.  Reservations need to be made soon for the conference and housing.

*Trustee to represent the township at JEDD meetings; Bob Stephenson agreed to continue in this position.

*Trustee to chair the township meetings for the year 2016 was agreed to be covered by Trustee Smith.

*Trustee Stephenson moved maximum amount of any super-blanket certificate to be opened by the fiscal officer shall not exceed $10,000.00.  This motion was seconded by Trustee Elson.

*It was moved by Trustee Stephenson to pay the Fiscal Officer from the General Fund and to pay the Trustees from the Road & Bridge and General Funds.  The Trustees will be tracking their hours and turning them in as needed to verify Road/Bridge applicability.  We will pay all full time road employees from the Road and Bridge Fund.  Part time road employees if needed will be paid from the Gasoline and/or Road and Bridge Funds.  This motion was seconded by Elson.

Budgets were submitted for Fire and EMS for 2016.

*The following wages were discussed and raises were made accordingly;

                Larry Taylor currently is making $17.25 / hour and will remain there for 2016.      

                Jason Taylor currently is making $15.00 /hour and will remain there for 2016.

                Diana Latier; fire department custodian is currently receiving $400.00 per month with a cap of 30 hours / month unless otherwise approved.  Latier is expected to work a minimum of 6 hours each given week, unless extenuating circumstances prohibit it.  

                Travis Lyon will continue to be employed to mow the cemeteries.  Travis will be paid $10.00 per hour in 2016.  The Township will continue to pay the Kimpel family $300 per year to maintain Goshen cemetery.

                Allen Deaver; Fire Chief receives $600.00 per month with a $60.00 cell phone allowance.

                Craig Knox; EMS coordinator receives $475.00 per month.

FF wages will remain at: FF = $9.00, 10.25 for EMT and $12.25 for Medic.

                Motion was made by Stephenson accept all the above, second by Smith.  All three Trustees agreed.

*All elected officials will continue to receive a $60.00 cell phone allowance per month; moved by Elson second by Smith.

*A resolution 1-12-28-2015 was presented for health coverage for road employees & elected officials.  This was accepted and signed by Smith, Elson and Stephenson.

*All township meetings will continue to be held on the 2nd Tuesday of each month with the following dates put in place.  January 12; February 9; March 8; April 12; May 10, June 14, July 12, Aug 09, Sept 13, Oct 11, Nov 08 and Dec 13, 2016, with closing of the books to occur on Tuesday, Dec 27, 2016.  All meetings will begin at 6:00 pm in the township meeting room.  Any variance from this will be posted on the “Marquee” in front of the fire department, on the Township’s website, and/or will be noted in the local newspaper.

All books were noted to be in order and will be closed.

The next regular meeting of the board will be held on January 12, 2016 in the township meeting room at 6pm the fire department.
