NEWTON TOWNSHIP MINUTES 8-11-2015

Newton Township Trustees met in regular session on Tuesday, July 07, 2015.  Those in attendance were Larry Taylor, Road Maintenance Supervisor,  Allen Deaver; Craig Knox and Larry Geiger of the Newton Fire Department.  Township residents; Sherry Ziemer, Sammi Harper, Bob Mock, and Bob Spring.  James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Stephenson at 6:00pm.

Pledge to the flag was led by Robert Stephenson.

Agenda approved.

Minutes were approved as presented.

Public Participation:

Bob Mock brought up issues with culvert and drainage at Broadvue Circle.  Bob says that he can complete work for the Township at $1,600 a day and it shouldn’t take any more than 5 days.

A motion was brought forward by Robert Stephenson that Mock Excavating complete 5 days of work at Broadvue Circle fixing the culvert and clearing the area that keeps plugging up threatening the roadway at a cost not to exceed $8,000.  Motion was seconded by James Smith.   All three Trustees agreed. 

Fire Department Business

77 Runs (11 – Fire, 66 – EMS) in July.

ISO rating for FD dropped.  Was 9 and dropped to 4 and 4X rating.  This brings us down to within top 20% of FDs nationwide.  Will drop the insurance rates for Township residents.

There was a lightning strike on the Township’s computer server.  Keytel servers can absorb into their “cloud” for $150-200 a month but the software and functionality may not work.  If can go to cloud then will need to purchase a replacement server at around $3,000 to $4,000.

Medic 1082 is going through oil.  It is 13 years old.  New medic quote was $191,000.  Finley will appraise the old medic as well.  Discussion on medic was tabled.

Road Report

Larry Taylor

-          Have been working on Lewellyn.  AEP is selling Avondale Wildlife area in the near future.

-          Salt – Larry will call to get it delivered.

-          Culvert to be replaced on Lower Kroft Road.

-          Chip seal is going to be 8.6 miles of road for total cost of $106,549.00

Motion to accept Chip Seal bid of $106,549 for 8.6 miles of road to be completed by the County on Statebid with Newton supplying the gravel.  James Smith seconded the motion.  All 3 Trustees agreed to the motion.

·         Read Building Permit regs sent by Jason Baughman of Mid-East Ohio Building Dept.

·         Read Res 15-0773 sent by Muskingum County Commissioners on Brine Permit.

·         Justin Delong Workers Comp notice from 10/07/14 accident.

·         Pettigrew Pumping Service Brine letter

·         AT&T letter about County cutting cable on Crock Rd.

·         OTARMA recommendations on visit to look at insurance and risk.

·         ISO Letter on reduction of classification for FD.

·         Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting will be held on Tuesday, September 8th, 2015 at 6:00pm at the Fire Department.
