NEWTON TOWNSHIP MINUTES 10-14-2014

Newton Township Trustees met in regular session on Tuesday, October 14, 2014. 

Sherry Ziemer, John Phillips, Tammy Swingle, Ardin Hewitt, and Marilyn Hewitt, Township residents; Larry Taylor, Road Maintenance Supervisor; Larry Geiger and Craig Knox of the Fire Department;  James R. Smith, Robert Stephenson, Charles Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Smith at 7:00pm.

Pledge to the flag was led by James R. Smith.

Agenda was approved as read.

Minutes were approved as presented.

Public Participation:

Mrs. Hewitt –  Lives at 6160 Lambert Rd at Corner of Lambert and Baughman Run.  Has problem with Aaron Bounds.  Began to put up fence and brought tons of gravel in to fill in ditch.  Wants Bounds to cut down trees.  Said they had to hire someone to move the gravel.  Has had problems with all her neighbors over the years about hunting.  Accused Fiscal Officer Dozer of tearing down her no trespassing signs and cutting down her trees which he strongly denied.   Mr. Hewitt stated that 3 ditches were cut by Muskingum County.  The Hewitt’s provided the fence laws.  Said they have 12 acres on the opposite side of the creek and that they can’t access it.  Said that they had a survey done of the property which cost them $4,000.  Accused Aaron Bounds of poaching deer.  Presented pictures of their property.  Said that Lawrence Morgan had cut the ditches down to the creek and cut through a land bridge when he did that.  Said they put 30 tons of gravel in one of the ditches.

Trustee Stephenson agree to sit down with Pastor Bounds and the Hewitts to attempt to resolve this matter.

Fire Department Business

13 Fire Runs, 64 EMS for a total of 77 for month.

Driveway wasn’t crowned properly before paving and now don’t like the repair job.

Pavement sealing is not drying properly so done with that portion of project.  Been a week and still can’t get trucks on it.

Radio tower had to have work done, will see bill.  Perry changed systems and Commercial Electronics helped repair it.

1712 residences will get letter on levy.

New turnout gear came in.

Polling will happen in the gym this year.

Medic was headed East on 22 and car going West did a U turn and was involved in a wreck.  Will be repaired as soon as insurance is worked out.  Other driver had insurance.

Road Report

Larry Taylor

·         Saw that crown wasn’t right on driveway but couldn’t be due to old section being left in.

·         Sand is available from County at $2.50 a ton.  No salt is available so will be stockpiling cinders when we can.

·         1 more day to get Yost done.

Trustee Smith – Needs some holes fixed on Porter Run

Trustee Stephenson – Nothing new at this time.

Trustee Elson – Took care of dead tree on Carson Rd.

Old Business

Trustee Stephenson – Sink holes.  Will get agreement from landowners then get survey by County.

New Business

None.

 Trustees Reports:

Smith – Nothing further.

Stephenson – Nothing further.

Elson – Nothing further.

 Executive Session to discuss personell.

Motion by Trustee Smith to move to ES, seconded by Trustee Elson.  All agreed.  Moved to ES at 7:50pm.  Exited Executive Session at 8:25pm.

 Fiscal Officer reports:

Copies of Bank Reconciliation, payment register, minutes, and monthly Grassroots Clippings was made available to all trustees.

Presented bill breaking down County work completed on Chip Sealing.

Fiscal Officer to attend mandatory training on Tuesday, October 21st, cost is $65.

All bills presented were deemed to be valid expenditures and were to be paid as presented. 

Motion to pay the bills was made by Trustee Stephenson, Smith seconded and all three agreed.

Next regular meeting is scheduled for Tuesday,  November  11th, 2014 at 7:00pm at the Fire Department.
