NEWTON TOWNSHIP MINUTES 1-14-2014

Newton Township Trustees met in regular session on Tuesday, January 14, 2014.  John Phillips, Larry Macenko, Township residents; Larry Taylor, Road Maintenance Supervisor; Larry Geiger, Allen Deaver, Craig Knox,  Fire Department; James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Smith at 7:01pm.

Pledge to the flag was led by James R. Smith.

Agenda was approved as read.

Minutes were approved as presented.

Public Participation:

Mr. Larry Macenko was at the meeting to discuss a right-of-way that comes up through the Township’s property.  He is checking to see if there is in fact a right-of-way and if he can ensure the Township will not need it.  He is looking into building a garage and wants to make sure the location is selected considering what will happen in the future and that it is in a legal location.   The Trustees all reviewed a map of the property and ensured Mr. Macenko that the right-of-way or perceived right-of-way will not be used or needed by the Township.  Mr. Macenko was given permission to build the garage on the site.  All 3 Trustees agreed that there is no right-of-way that concerns Mr. Macenko.

Fire Department Business

Knox reporting:

-          Presented numbers for 2013.  Just under 900 calls for 2013, with 93% of calls responded to.

-          42 students trained with a 95% first time passing rate on FF1 and FF2 tests.

-          Harry Ross formed a trust and the $10,000 to the FD to be used on a new boat and/or dive equipment.  Added to this was a donation received from Acorn Engineering for the same for a total of $12,000.  Equipment will be priced.

Geiger reporting:

-          Meeting with Linden Lighting to look at lights in the gym.  High efficiency lights should save quite at bit of money over a years time.

-          ISO will be doing a survey.  The Sherriff’s office and Water Department impact the survey as well.  With this in mind the FD would like to consider purchasing a tanker truck this year.  They asked if they could begin to spec the truck and get some facts to present.  Trustees agreed.  A 3,000 gallon tanker is the plan.

 Road Report

Larry Taylor

-          First order has been getting roads done.

-          Bus couldn’t get up Holbert and had to do a lot of work there.  The road has never been the same since Maysville Regional Water put the pipe up the ditch and we lost the base.  It took 9 loads of #2 to get the base back in the road to even get the grader up it.

-          Joe Buckey will be trying to repair the grader tire.

Trustee Smith made a motion to replace all 6 grader tires with a price not to exceed $5,000.  Trustee Stephenson seconded and all 3 Trustees agreed.

-          Workman Rd has been started on.  Logging trucks are using Ridgley to stay off Lower Kroft but the trucks are very, very heavy and have been destroying the base.  The logging company has been trying to load trucks off the road now.

Old Business

Stephenson

-          Talked to Mr. Short on Greenhouse Rd. guardrail.

-          Trustee Stephenson worked with the County Engineers office and a grant for signs was submitted totaling $9,532.62.  Trustee Stephenson was thankful for the help of the Engineer’s Office on this grant.

-          Trustee Stephenson will attend the Winter Conference.

-          Reminded all of the County Engineers meeting on 2/18.

Smith – None.

Elson – None

New Business

Smith – Would like the Trustees to consider putting an expansion on the Township building on Crock Rd.  He said the equipment will last longer and it will give the Township employees more room to organize the buildings and make it safer to get around.  Discussion on the building ensued and Smith was asked to price the expansion or “overhang” project.   Issue was tabled until pricing comes.

Fiscal Officer reports:

·         Read letter received from Maysville Water on high levels of TTHM in the water.

·         Read letter from Jarrett’s Auto Body where they donated body work on the Fire Departments grass fire truck.

·         Read letter from Harry Ross Estate on donation to the FD.

·         Read Permanent Total Application Acknowledgement Letter on John White from accident that happened years ago.

·         Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting is scheduled for Tuesday, February 11, 2014 at 7:00pm at the Fire Department.
