NEWTON TOWNSHIP MINUTES 2-11-2014

Newton Township Trustees met in regular session on Tuesday, February 11, 2014.  Judge Eric Martin, Andy James, visitors.  John Phillips and Sherry Ziemer, Township resident; Larry Taylor, Road Maintenance Supervisor; Larry Geiger, Allen Deaver, Fire Department; James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Smith at 7:00pm.

Pledge to the flag was led by James R. Smith.

Agenda was approved as read.

Minutes were approved as presented.

Public Participation:

Judge Eric Martin was responding to a call from Trustee Stephenson and was confirming the Trustees bonds were properly signed off on.  The Trustees thanked him for drive out to the meeting and thanked him for coming to the FD banquet in January.

Fire Department Business

Andrew James Application was approved by all three Trustees.  Fiscal Officer Dozer swore in James.

Deaver reporting:

-          County Auditor would like to come out and discuss the levy process.

-          Of the roughly $1,500 a 100K homeowner pays in taxes around $114 goes to Fire and Roads.

-          ISO showed up at Fall Township recently and will be looking at Water, FD and Dispatch centers.  Right now Newton is a 5.9 ISO and would like to get to 4.4

-          Presented Tanker Truck specs.  Roughly $232,778 base and 50K to get the add ons needed.  There is another model spec included with more HP, larger brakes, etc.

-          New lights for gym and bays are around $3000.  Need to rent a lift to install them.

o   Trustee Stephenson made a motion to purchase all sensors and new lights needed for gym and bays not to exceed $3,500.  Trustee Elson seconded motion and all 3 agreed.

-          Presented numbers for month.

Road Report

Larry Taylor

-          Snow and cold mix has been about it lately.

-          Need to get a fuel tank for the International.  $2,300 for the tank and hangers.  Larry and Jason will try and find used one first.

-          Starter on Ford still on order.

-          Spreader will need to be repaired as it is pretty rough.

-          Bought 5-6 loads of 8’s to mix with cinders.

-          Below 100 tons of salt remaining.

Old Business

Elson

-          Low hanging tree by Larkin Slack’s on Yost.

-          FoxFire and Crock need work

Stephenson

-          Diana Lantz requested to use Room for wedding reception.

-          Grant for signs has been approved.  Will come through Engineer’s Office.

-          Alley on Market Street is not abandoned on Duane Keith at 3580 Market.

-          Discussion on PT help.

o   Jeff Swingle approved to work PT for Township as needed if he is interested.  All 3 Trustees were in agreement.

-          Presented options for timesheets, work rules and proposed equipment to buy/sell in 2014.

Smith

-          Brought up Thompson Run and how we need to seal the road before it starts to lose gains we have made especially on concrete berms.

-          Thorn is bad due to Water Dept and Royadale is rough due to Muskingum Sewer.

-          Presented garage extension quote of $19,790.  Erected with 1 walk-in, 3 garage doors and insulated, 40*30.  Materials roughly $13K.

o   Trustee Stephenson made motion to start building new addition to Township Garage with price not to exceed $20,000.  Smith to negiotiate price down.  Elson seconded motion and all 3 agreed.

Fiscal Officer reports:

·         Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

Next regular meeting is scheduled for Tuesday, March 11, 2014 at 7:00pm at the Fire Department.
