NEWTON TOWNSHIP MINUTES 6-11-2013

Newton Township Trustees met in regular session on Tuesday, June 11, 2013.  Norm Gill, Township resident; Larry Taylor, Road Maintenance Supervisor; Larry Geiger and Craig Knox, Fire Department; James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Trustee Elson at 7:01pm.

Pledge to the flag was led by Charles R. Elson.

Agenda was approved as read.

Minutes were approved as presented.

Public Participation:

Norm Gill – Roads on the website are broken down into 3 sections.  Is that right?  Have you checked into grants?   Mr. Gill said he has 3-4 people checking into them who sit on city councils, etc.  So far he has come up with dead ends.  Is the FD going to replace a truck soon?  (Knox – some are admittedly beyond their life expectancy.)  New Vehicles?  (Knox – Yes, normally and they are bid out)  There are 3 holes in the road in front of his house, can you fix them?  (Trustee Stephenson – Yes)

Fire Department Business

Knox reporting:

-          Presented numbers for previous month.

-          Nothing new to report.

-          Kitchen is being cleaned then it will be done, hoods are all done, working on getting shut-offs for pilots if they go out.

-          Medic 1081 goes in August 19th for 2-3 weeks. 

Road Report

Larry Taylor

-          Ditching all they can.  Starting on Stine tomorrow.

-          Looked at water on road at Stine.

-          Butcherknife and Porter Run are done.

-          Mowing is going ok, working 3-4 hour blocks in evening.

 Terry Goss will be giving a small amount of Bethel Cemetery that was incorrectly deeded to the Township prior to working out settlement with State.

Bridge on Ford Rd. belongs to County and they will be taking care of it.  Trustee Stephenson said that he has been talking with the County for 2-3 years regarding safety concerns with the bridge.   Taylor said that the Crock guardrail and guardrail on Holbert and deck on Fletcher are still waiting to be fixed as well.  Hoping to get these completed before long.

 Old Business

 New Business

Smith – 69,788.90 for chip seal if we purchase the stone.

Stephenson – Street Light Assessment issues.  The following residents do not have the lights the survey said they should and want to take the assessment off their taxes until the lights are within the boundary of where they need to be.  Taylor – 3830 Dona, Smith – 3845 Dona, Pirolozzi – 3840 Dona, Swartz – 3815 Dona, White Cottage United Methodist Church – Limestone Valley.   Smith made the motion to take off the assessment of the aforementioned residents until lights would be installed effective with this years (2012) taxes.  Stephenson  seconded and all 3 trustees agreed.   Dozer will contact Auditor’s office.

Elson – Roads we are chip sealing, are you getting close to done?  (Taylor – Yes working on them – explained rain situation)

Chip sealing will take place the 1st, 2nd, and 3rd of July. (Discussion on roads to be Chip sealed)

Trustees Reports:

Elson – Nothing further. 

Smith – Nothing further.

Stephenson – Nothing further.

Fiscal Officer reports:

·         Presented correspondence from AEP and Ohio EPA.

·         Presented payment registers, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

The next regular township meeting will be held on Tuesday, July 9, 2013 at 7:00pm in the township meeting room.
