NEWTON TOWNSHIP MINUTES 1-8-2013

Newton Township Trustees met in regular session on Tuesday, January 8, 2013 @7:00 pm in the township meeting room at the fire department.  Those in attendance were:   John Phillips and Norm Gill,  Township residents; Larry Taylor, Road Maintenance Supervisor; Allen Deaver, Craig Knox, Fire Department; James R. Smith, Robert Stephenson, and Charles R. Elson, Township Trustees; Derek J. Dozer, Township Fiscal Officer.

Meeting was called to order by Elson at 7:00pm.

Pledge to the flag was led by Charles R. Elson.

Agenda was approved as read.

Minutes were approved as presented.

Public Participation:

Norm Gill

Is there a policy on treating the roads?  (Silence, as Trustees didn’t understand question)  Greg from Maysville Schools has been in contact with Norm to on the roads. (None of the Trustees had heard about this and they will contact Greg to see if he in fact asked him for help)  Norm said that he will be going in front of the Board of Education on what needs to be done with the roads.  

Gill then asked if the meetings were to be on Tuesday nights?  Yes.

Is there a book on signs?  Like height, how high off road, etc?   Larry Taylor said that there is a standard height buy much of the height depends on the situation, type of post, hooking onto another pole, etc.

John Phillips

If there is trouble with a liquor establishment section 505.172 of Ohio Revised mentions it.  Trustee Stephenson explained that enforcement is the biggest issue and he is working through the situation with the Prosecutor’s Office.  Discussion on Avondale property and issues followed.

Fire Department Business

Deaver reporting;

                *  Rescue 1083 engine problem.  Neff’s can’t fix it.  Checking with Goody’s as well.  Older engine so needs to be mechanic who can handle it.  It was mentioned that Crawmers may also be an option.

                *  Jan 23rd.  Pre-plan active shooter classes coming up.

                *  Feb 1st is the start date on the kitchen demo.

                *  Refurb on medic has worked well.  April will look at starting next refurb.

                *  Will be attending FDIC if approved in April.  Three Trustees voted.  Smith made motion, Stephenson seconded and all three agreed.

                * Knox submitted run stats for 2012.

Road Report

Larry Taylor

Roads are very muddy.  Stone is being put on where possible.

Have 100 tons of sand and 40 tons of salt for roads in with 20 tons of salt left to deliver.

Trustee Stephenson will call and get price on 40 tons of salt for remainder of year if ok.  Trustee Smith made motion to purchase 40 tons of salt, Elson seconded and all three agreed.

Guardrail on Holbert was hit, Larry will check into it.

Ford and Slack culvert is getting rough so Smith will be looking into a large plastic culvert to insert through it.

Buckey Tire will be putting new rear tire on backhoe.  Roughly $1,400.   Trustee Smith made motion to purchase 2 new tires from Buckey Tire, Trustee Elson seconded and all 3 were in agreement.

 Trustees Reports:

Smith – Tree on Roadayle is down.

Elson – Nothing.

Stephenson – Nothing.

 Fiscal Officer reports:

Explained budgeting procedure/process and that a copy of final appropriations will be coming to sign off on.

·         Copies of the following notices were provided to each of the trustees;

                                Payment register, fund status reports, bank reconciliation, grass roots clippings.

All bills presented were deemed to be valid expenditures and were to be paid as presented.

 The next regular township meeting will be held on Tuesday, February 12, 2013 at 7:00pm in the township meeting room.
