NEWTON TOWNSHIP TRUSTEES MINUTES; 11-06-08

             Newton Township Trustees met in regular session on Thursday, November 6, 2008 @ 7:00 pm in the township meeting room at the fire department.  Those in attendance were: Larry Taylor, township road superintendent, Larry Geiger of the fire department; Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township fiscal officer.  James R. Smith was excused due to illness in the family.

             The meeting was called to order at 7:01 pm by acting chairperson, Derek J. Dozer.

            Agenda was approved as presented.

            Minutes were approved as presented with the following additions; No charge was asked of the White Cottage /Community Days Committee for electricity used during the community days celebration as this is a once a year occurrence and charges for same were minimal.

             Public Participation:  None was required.

             Fire Department Business; Larry Geiger, assistant fire chief reporting.  An estimate for installing a generator to be available as a “Disaster Shelter” in the event of an emergency has been received.  This came in at the final cost of $62,000.00 installed.  There is still pending the possibility of some grant money from the state to help finance this.

            The new boiler has been re-plumbed and hopefully will operate more efficiently.

            Barb Knox, interim EMS coordinator provided stat reports for the EMS department for October, 2008.  At this point the additional activity by having paid help on station during the day time hours is covering the cost of wages provided.

            Registration for FDIC conference is being completed with 3 or 4 participants at this time.

             Road Report; Larry Taylor reporting;  Patching and ditching of most all township roads has been completed.

            Slurry Seal was done by “American Pavement” with some areas still needing some improvement.  Rebecca Drive, Sunset Drive, and Zella Drive all need some finishing.  American Pavement has been contacted re; this situation.

            Maysville Water has asked permission to make a cut in Dennis Road at East Darlington intersection for installation of a water line.  Trustees would like an agreement be signed by the department to restore the road to the original condition before any further cutting will be allowed due to 2-3 roads that have been left in worse shape than when cutting started.

            New tires are needed on the front of (2) township dump trucks as well as 4 tires to the pick up truck.  Approximate cost for all would be $1100.00 - $1200.00.  This was agreed upon by all trustees present and needs to be done ASAP.

            There has been some concern as to the availability of cinders for ice control this season.  In checking with AEP Conesville station, much of the ash has been reserved by some local areas, however, calls to this location on Monday mornings should result in being able to haul some cinders periodically.  Phone numbers to make the calls were provided to Taylor by the Fiscal Officer.

             Trustees Report:

            Elson reporting; Nutter Road is still in need of repairs from damage caused by the water department.  Both Crock and Yost have had all present holes filled.

            Dozer reporting; Stine and Thompson Run Roads both will be on the agenda for the 2009 fiscal year for necessary maintenance and repairs.

             Schedule for trustees to be available to call out necessary maintenance crew in case of incumbent weather is; Elson the 1st – 10th of each month, Smith the 11th – 20th of each month and Dozer the 21st  - end of each month.

             Clerk Report:

            The annual Muskingum County Township Banquet will be held on Thursday, November 20, 2008 at 6:00 pm.  Reservations are due at this time.

            Copies of the November Grassroots Clippings were provided to all trustees.

            A notice received from the OhioEPA re; a pipeline project meeting to be held on October 22 at the Cambridge High School has been mailed to all three trustees.

            Fiscal Officer has contacted “PERSO” insurance requesting necessary information needed to be able to repair the roof of the township garage from damage received during the wind storm in September, 2008.  It is necessary to secure 2 estimates on the damage, if it comes in at less than $5000.00 dollars, we can proceed with repairs by sending the estimate to the company.  If the estimate is over $5000.00, it will be necessary to contact Mike Carney at “PERSO”.

 All bills presented were deemed to be valid expenditures and were to be paid with the exception of the American Pavement invoice.  Trustees requested payment be delayed until the necessary repairs to the road have been completed.

             The next regular meeting of the trustees will be held on Thursday, December 11, 2008 at 7:00 pm in the township meeting room.
