Newton Township Trustees met in regular session on Thursday, December 14, 2006 at 7:00 PM in the township meeting room at the Newton Fire Department.  Those in attendance; Ralph Landerman, township resident; Craig Knox representing the fire department; Derek J. Dozer, Charles R. Elson and James R. Smith, township trustees and Bernadine E. Swingle, township Fiscal Officer.

 

Meeting was called to order at 7:00 PM by Dozer, board chair.

 Agenda was approved as presented.

 No additions or corrections were requested to the minutes of the previous meeting.

 First order of business; opening of sealed bids for the retired salt water truck.  Five bids were presented with the winning bid of $1050.00 awarded to Jan Crawmer of Jan Crawmer Trucking of Zanesville.

 Knox of the Fire Department was given the floor for the next order of business.

            *3rd quarter stats for the fire department and EMS department were presented to the board.

            *The fire department responded to a house fire in Madison Township early this morning.  Engine 1082 received some damage to one of the fire hoses.  Finley Fire has been contacted to check it out on Friday, December 15, 2006.

            *A letter was presented to the “Country Jubilee” personnel on Saturday evening re; monthly payment and expectations from them as to the order the gym is to be left in when they  leave the premises.

            *New “no smoking” signs for the department are on order.

            *New committees are being formed within the department; one officer will be a member of each new committee.

 

Trustees:

 Smith reporting; Mahon road has been stoned, only to receive calls of dust nuisance.  Payne road is currently in a very poor state of repair.  The culvert on Harlan road has been repaired.   The situation in and around the Tipton residence in Avondale has received extensive repairs and is still in need of some attention to keep the water flowing away from the homes there.  Dozer has volunteered to contact the Muskingum County Soil and Water department to see if they might be willing to give the township some assistance here.

 Elson; nothing to report on road conditions.

 Dozer; the new road inventory was presented to each trustee  Discussion was held re; salaries for the two paid fire department personnel. 

 Old Business:  None to report.

 New Business:

 Dozer moved that the township hire Mr. Brent Stubbins at the cost of $200.00 for the review and execution of the Form of Opinion of Counsel for the lease agreement with Osh Kosh Capital, Inc.for the purchase of the new ladder truck.  Second by Elson, agreed upon by all three trustees.

 Smith requested permission to secure supplies to add soffit to the old school building and also to cover part of the windows for winterizing.  It was determined to go ahead with this project, but to not spend over $2000.00.

 Chip and seal for the upcoming summer season was discussed.  It was decided by the board that small amounts could possibly be started late in March or early April.  Many of our roads are deteriorating rapidly and need to be secured as much as possible.

 Clerks’ report:

 Question asked as to whether we, the township is responsible for keeping the fire department personnel cell phones maintained.  Trustees agreed this is not the responsibility of the township.

 Clerk was asked to notify Allen Deaver to be present at the next regular township meeting.  Also, clerk is to make copies of Bingo reports for each of the three trustees.

 Clerk reported having attended a year end training meeting on 12-13-2006.

 Notice has been received from OBWC that _____ has had lumbar back surgery mid September and a claim has been filed with their office.

 The Muskingum County Commissioners will hold a public hearing on January 10, 2007 at 6:00 pm to receive public comments on proposed amendments to the Muskingum County Subdivision Regulations.

 Announcement has been made by OTARMA that in celebration of their 20th year anniversary, members will be receiving various discounts on their premiums depending on their years of membership.

 Winter Conference is scheduled for January 31 through February 3, 2007.  The South Central Township Association will be hosting a legislative breakfast on Thursday morning, February1.

 An end of the year meeting will be held on Thursday, December 28, 2006 at 7:00 PM to close the books for 2006 and to reorganize for the year 2007.

 All bills were deemed to be valid expenditures and were to be paid as presented.

Newton Township Trustees met December 28, 2006 at 7:00 PM in the township meeting room at the fire department to close out the books for 2006 and reorganize for the year 2007.  Those in attendance were; Allen Deaver, fire chief; Derek J. Dozer, Charles R. Elson and James R. Smith, township trustees; and Bernadine E. Swingle, township fiscal officer. 

Meeting called to order at 7:04 pm by chairperson; Dozer.

 Minutes from previous meeting were approved as presented.

 First order of business; review of evaluation for Deaver by both the trustees and Deaver.  The evaluation was accepted / signed by Deaver..

 Dozer asked Deaver to provide in the very near future a plan for F D improvements for the upcoming year of 2007.

 New organizational business:

Township employee’s rate of income and Trustee/Fiscal Officer issues for 2007 were discussed.

         Township meetings will be held the second Thursday of each month at 7:00 pm in the meeting room at the fire department.  Anything different will be posted on the fire house entry door.

Election of officers; Dozer will chair the board, Smith vice-chair, Elson third member of trustee board.

 It was noted by Dozer that contact has been made to Mr. Paul Goldsworth of the Muskingum County Soil and Water Conservation District re; the responsibility of maintenance of personal properties in Avondale “Tipton etc.”.  Mr. Goldsworth is checking previous year’s records but believes it is most probably the responsibility of the land owner.

It was also noted that one Judy South of 6950 Cannon Street, East Fultonham has contacted the County Commissioners re; stone needed on an ally behind her residence.  Dozer will contact the road crew to do this.

All bills presented were deemed to be valid expenditures and were to be paid.

Next regular meeting will be held January 11, 2007 at 7:00 pm.
