NEWTON TOWNSHIP MINUTES - - 03-10-2005

              Newton Township Trustees met in regular session on Thursday, March 10, 2003 at 7:00 PM at the community room at the fire department.  Those in attendance were:  Kim Smith, resident, Charles R. Elson and Derek J. Dozer, trustees and Bernadine E. Swingle, clerk.  James C. Geyer was excused.

        Dozer as chairperson called the meeting to order at 7:00 PM.

        The Agenda was approved as presented.

         The minutes were approved as presented.

         Kim Smith was given the floor for the first order of business.  She has once again been in contact with the County Engineer re. an alley at 6085 Fultonrose Road.  It has been surveyed and the property line is extending into an area known as 3rd Street by 4 – 5 feet.  It has been agreed by the Engineer that the 50 foot 3rd Street right of way can / will be turned into a 15’ alley.  These roads / alleys have never been dedicated and only exsisted on a plat that was laid out in the late 1800’s.  She has asked for written permission from the trustees to go ahead with this plan.  Both trustees agreed this was acceptable and the clerk is to provide her with the necessary letter.

  FIRE DEPARTMENT:

            Due to the fact no members of the department were available, no business transacted.

  TRUSTEE REPORTS:

            Elson reported he has received some calls regarding street lights that are not working on Olde Town Road.  This has been reported to the electric company.

            Dozer reported he has contacted one Steve Stanley @ American Electric Power re. the power lines in the trees to be removed on Nolan Drive.  To date he has received no response.

            Dozer also presented informational materials received at the County Health Department meeting that was held March 9, 2005.

  OLD BUSINESS:

            None reported.

  NEW BUSINESS:

            It was noted by Dozer that mailboxes have been established for each firefighter through the Township webpage.  This can be retrieved through the address; Newton township.org

  CLERK’S REPORT:

All bills presented were deemed to be valid expenditures and were to be paid as presented.

The next regular meeting will be held Thursday, March 24, 2005 at 7:00 PM at the Community meeting room.

NEWTON TOWNSHIP TRUSTEE MINUTES  03-24-2005

              Newton Township Trustees met in regular session on Thursday, March 24, 2005 at 7:00 PM at community room at the Newton Township Fire Department.  Those in attendance were; James C. Geyer, Charles R. Elson, and Derek J. Dozer, township trustees and Bernadine E. Swingle, township clerk.

           Meeting was called to order by chairperson, Derek J. Dozer.

           The agenda was approved as presented.

           The minutes from the last meeting were approved as presented.

           No public participation was called for as no one was present to do so.

          Due to the absence of fire personnel; no fire department business was rendered.

   TRUSTEES REPORT:

           Geyer reporting:

          He stated the F E M A program is running 3 to 4 weeks behind schedule in securing final statistics and reports from rain damage.

       Geyer also stated he had attended a “Hazard Mitigation Grant Program” meeting at the EMA office on March 16, 2005 to gather information re. the possibility of securing grant money for other damages received / prior damage to existing areas.  There is a program available that will purchase property in flood plain areas and turn it into “Green Space”. 

            Geyer has been in contact with Mark Bradley of  Family Consumer Services in regards to helping clear some of the waterways in the township.  Bradley notes he will need help getting rid of debris – if a chipper would be available, they would chip everything possible and the township would be responsible to remove whatever remains.  Areas to be considered would be areas of Kents Run, Thompson Run, waterways in the Fultonrose Rd. area and also along the Lambert Rd. area.  This was tabled to gather further information and will be discussed at that time.

            A map of Avondale was presented to show roads scheduled to be black topped with a block grant from the county.  There needs to be some revisions to same.  The “Rodayle” subdivision has not been turned over to the township for coverage due to some paperwork by the developer being finalized.

            Geyer is seeking as estimate on necessary black topping to be done.  Also, hoping to secure some Issue 2 money to help cover cost of same.  Some patching blacktop vs. full road blacktop is being considered also.

            Geyer has received a phone call from the mayor of Fultonham, one Peggy Milotavich who has asked the township to help cover one small street in that area when the township is doing their work this season.  All three trustees agreed this should be done.

        Elson had nothing to report.

       Dozer has marked any / all trees on Nolan Road to be taken down.  Mr. Stanley at America Electric Power has agreed to take the trees down as there are power lines running the full length of this area, however the township will be responsible for removing the debris.

     CLERKS REPORT:  

          All bills presented were deemed to be valid expenditures and were to be paid.

         Next regular meeting will be held Thursday, April 14, 2005 at 7:00 PM at the community room.
