NEWTON TOWNSHIP MINUTES - -06-09-2005

 

            Newton Township Trustees met in regular session on Thursday, June 9, 2005 at 7:00 pm at the township meeting room at the fire department.  Those in attendance were: Norma Lent, township resident, James C. Geyer, Charles R. Elson and Derek J. Dozer, township trustees and Bernadine E. Swingle, township clerk.

 

            Meeting was called to order at 7:00 pm by Derek J. Dozer, chairperson.

 

            Agenda was approved as presented.

           

            Minutes from last meeting were approved as presented.

 

PUBLIC PARTICIPATION:

 

            Norma Lent, township resident was present to discuss a line fence that surrounds a cemetery and adjoins her property.  The fence is in need of repair and a portion of it has grown up in brush and trees.  She is asking to have the fence replaced to be able to pasture cattle in her field.  Lent also offered to purchase the materials to do the replacement if the township could put the fence up.  Geyer noted the road employees along with himself had checked the fence earlier in the week and agreed it is in need of repair. 

 

TRUSTEE REPORTS:

 

            Geyer noted he has received notice from FEMA re; the application filed earlier this season.  FEMA as denied the $30,000.00 estimate to repair Workman Road and has allowed instead $2300.00. 

            Geyer questioned the other trustees as to their opinion on pursuing the removal of junk cars as requested at the XXXXX property on Foxfire Road.  According to O. R. C. that was rewritten in January of 2004, the trustees do have the privilege of doing this.  This same procedure would need to take precedence if other similar situations occur in the township.  An  other area noted was the XXXXX property on Limestone Valley Road in White Cottage  All three trustees agreed this is definitely a problem and should be pursued. 

A resident on Zella Drive has some water damage to his property from rain drainage which has also deposited extensive road debris on the roadway.

            Geyer also noted that Paul Fisher, while mowing roadside on Maple Street in White Cottage this day has noted a drainage problem of a culvert which runs under this street.  Possible drainage from some of the area residences could possibly be a contributing factor here.

            Elson noted he has had some calls regarding mowing and ditching on Foxfire Road.

            Dozer noted he has had several calls on drainage problems in the Broadvue Circle, Maysville Pike intersection area.  The County Engineers’ office is supposed to be checking this out.

            Dozer also noted that a call has been received from the “Asplundh” tree company in regards to the trees to be removed on Nolan Drive.  They have been contracted by AEP to do same.

            Safety Talks have been scheduled for 6:30 am at the fire station for road employees;

July 14, September 15, and November 17, 2005.

 

            CHIEF DEAVER / FIRE DEPARTMENT:

           

            Deaver noted that Homeland Security has proposed a grant.

            Dustin Shipley has shown interest in joining the fire department, Deaver asked for trustee’s approval for this to proceed.  All three trustees agreed.

            Jennifer Hina has completed paramedic training and has passed the first phase of her exam.

            Marty Gamble has passed his basic EMT training.

 

CLERK’S REPORT:

 

            A new resolution has been received from the County Commissioners office re. the partial closure of an alley located in the Moore’s subdivision in Fultonham.  Necessary corrections have been made.

            Englefield Oil Company has sent notice of price increases effective 07-01-2005.

            A resident of Avondale called regarding obnoxious weeds and rodent infestation in and around the Dairy Stop area.  Dozer has received calls of the same nature.

            Annual contract from Madison Township, Perry County for continued mutual aid for fire and EMS services was presented for approval.  Contract was signed by all three trustees and one copy was returned to Madison Township, one copy retained for township records.

 

            All bills presented were deemed to be valid expenditures and were to be paid.

 

            The next regular meeting of the trustees will be held on Thursday, June 23, 2005 at 7:00 pm.

 

            Meeting adjourned at 8:20 pm.

            Newton Township Trustees met in regular session on Thursday, June 23, 2005 at 7:00 pm in the township meeting room at the fire department.  Those in attendance were; James C. Geyer, Charles R. Elson and Derek J. Dozer, township trustees and Bernadine E. Swingle, township clerk.

 

            Meeting was called to order at 7:00 pm by Dozer, chairperson.

 

            Agenda was approved as presented.

 

            Public Participation; none necessary as there was no one present to do so.

 

            Fire Department report:

 

 No fire personnel were present at the meeting.  Dozer did report that Chief Deaver has contacted him in regards to sealing and marking the parking lot.  An estimate has been received. All three trustees agreed to this being done with the stipulation that parking blocks be added along the front of the building to prevent damage to the building.

 

            Trustees Reports:

 

            Geyer; nothing to report.

 

            Elson; nothing to report.

 

            Dozer; nothing to report.

 

            Clerks Report:

 

            New policies were presented from the EMS coordinator (per clerk) for E M S billing and Rescue Services billing for approval by the trustees.  Both policies were approved and signed by all three trustees.

           

            All bills presented were deemed to be valid expenditures and were to be paid as presented.

 

            The next regular meeting will be held on Thursday, July 14, 2005 at 7:00 pm at the fire department.  The second meeting in July will be held on Tuesday, July 26 instead of Thursday July 28 as previously scheduled.  Notice will be sent to the Times Recorder.

 

            Meeting adjourned at 7:40 pm.
