Newton Township Trustees met in regular session on Thursday, September 16th, 2004 at 7:00pm at the Newton Township Fire Department.

Meeting was called to order at 7:00pm by chairperson, Jim Geyer.

Agenda was approved by all three trustees, as well as the minutes from the last meeting.

Those in attendance were:  James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk.

Geyer noted that the demolition of the three lower rooms at the Fire Station has begun and will likely be completed by the Open House for Community Days.  Contractor is currently painting and carpet is scheduled for installation.  Ceilings will not be completed at this time.

New window installation is nearly complete.  Restrooms are near completion.  Dividers to be painted.

Final walk through is scheduled for Monday, September 20th, 2004 at 1:00pm.  This will be done with the Muskingum County Building Department to receive public access occupancy.

Handicapped signs and emergency vehicle signs to be secured by Geyer to be posted in the parking area of the new building.

The Times Recorder was present on Wednesday afternoon and a feature article is scheduled for the week of September 5th.

Community Days was discussed.  Geyer will be contacting R. Jarrett regarding billing of bounce house.

Plans to advertise the current Fire Department building were discussed.  Prosecutors office was contacted for guidelines.

Geyer presented pay request from contractor.

Geyer received a call from Muskingum County Engineer, Loren Camp regarding upkeep of Rodayle Drive in Avondale.  This stretch of road is to be added to Newton Townships inventory for upkeep as needed.

Geyer noted alley problem in E. Fultonham area.  Has been checked and found to be adequate.

Elson reported that a Dona drive resident will be purchasing 100' of culvert to be installed to correct a water drainage issue.

Dozer reported that extensive work is being done on Yost Road to alleviate soft areas and poor visibility.

Tipton Road widening is nearly completed and bill presented for the same. 

Old business

 

Pay for Fire Chief was discussed and will leave as determined at last meeting.

 

New Business

The new township meeting room in the new structure will need furniture.

 

Clerk

Contract from Morton Salt was received and 200 tons has been reserved for township as needed.

 

A resolution for accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies was presented and approved.  All three trustees agreed to the same.

 

All bills were accepted as valid expenditures and were to be paid as presented.

Next meeting will be held Thursday, September 30th, 2004 at the new Fire Station on SR 22 at 7:00pm.

Meeting adjourned at 8:30pm.

2nd Monthly Meeting

Newton Township Trustees met in regular session on Thursday, September 30th, 2004 at 7:00pm at the Newton Township Fire Department.

Meeting was called to order at 7:00pm by chairperson, Jim Geyer.

Agenda was approved by all three trustees, as well as the minutes from the last meeting.

Those in attendance were:  James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk, Allen Deaver and Larry Geiger of the fire department.

There was no public participation.

Fire Department

Recent dedication and open house proceedings went very well.

Items to be completed at Fire Station; parking blockage, signage, drains on hill, topsoil coverage, berms to be installed, exterior lighting.

 

Trustees questioned promotion for Fire Levy.  Upcoming.

 

Larry Geiger was promoted to Asst. Chief and Craig Knox was promoted to Captain.

 

Deaver requested input from board on stipulations/rental fee for building.  Much discussion followed.  Geyer will revise policy and as discussed and bring it to next meeting for adoption. 

Geyer presented final bill for interior work.

Geyer attended final Community Days meeting.  Much concern was voiced about the future of Community Days with the Fire Department now moved.  He is encouraging better communication and to keep working together.

Elson noted resident on Mona Drive has not been back in touch about culvert.

Dozer noted work is progressing on Yost Rd. 

Old business

 

Furnishings for the township office and meeting room were discussed briefly.  Matter tabled until next meeting.

 

Sale of old existing Fire House was discussed in detail.  Prosecuting Attorney's office is drawing up a resolution and letter for advertising.

 

Geyer noted that Ron Jarrett is going to donate some land to the township where the shelter house is located across from the old Fire Station.

 

New Business

 

Public Access Policy was discussed.

 

Both Geyer and Dozer were contacted about need for Federal Assistance from flooding.  All three trustees agreed that damage was not that severe.

 

Clerk

Muskingum County Auditor has sent a notice that the Budget Commission has passed a resolution that will no longer require the township to provide her office with an annual budget report in July.

 

Resolution for amended certificate adding money to EMS fund from grant was presented.  All three trustees agreed and signed.

 

Election Board wishes that voting on Nov. 2 happen at the old Fire Station.

 

Notice was received from Frank Gates that the State Industrial Commission held a hearing about an employee accident.  The Commission allowed 50% relief on the claim.  

 

All bills were accepted as valid expenditures and were to be paid as presented.

 

A South Zanesville resident came to discuss using gym for a drill/dance team group.

Next meeting will be held Thursday, October 14th, 2004 at the new Fire Station on SR 22 at 7:00pm.

Meeting adjourned at 9:10pm.
