Newton Township Trustees met in regular session on Thursday, June 10, 2004 at 7:00pm at the Newton Township Fire Department.
Meeting was called to order at 7:05pm by president, Jim Geyer.
Agenda was approved by all three trustees, as well as the minutes from the last meeting.
Those in attendance were: Craig Knox representing the Fire Department, Pat Kelly representing Kelly Architectural Services, James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk.
Pat Kelly - New Fire Station
First order of business went to Kelly; change orders were presented and approved. The final payment is being held as a retainer until completion and final punch list. Temperature controller estimate on boiler system is not completed yet. Handicap restroom was discussed.
Craig Knox - Newton Fire Department
Knox reported for Chief Yarger in his absence. No response list for May was presented. New cascades are up and running.
Roads
Dozer reported on Avondale survey for block grant funds recently completed.
Old business
Condemned property on Limestone Valley Rd.
Geyer
reported that the asbestos has been removed.
Sidwell is planning to demolish in the near future.
Newsletter
Geyer reported that the semi-annual newsletter is ready to go to the printers for printing and local distribution.
Chip and seal will be completed by the County. Geyer reported that most roads getting treatment have been properly prepared at this time.
New
Business
Culverts
that need replaced around the township include 5 – 12”, 4 – 18” and 2
– 24”. Pipe will be purchased
in the near future.

Signs
have been purchased. Will be
secured at entry ways, as well as posted on all entry doors to all Newton
Township buildings.
PT
Mower
Has
been hired for 10-12 days to assist in mowing of roadsides.
Will likely begin June 17th.
Clerk
Asked
and approved that records will be kept in new building once move is completed.
Updated
estimate on carpet for new structure was presented and approved.
“Right
of Way” has been received from ODOT for route 22 access.
One
bid was received and accepted for the lawn tractor advertised in the paper by
the township in the amount of $501.01
All
final paperwork has been completed on lease from OTA.
Clerk asked permission and was approved to cancel long distance phone service and use phone cards for cost savings.
Next meeting will be held Thursday, June 24th, 2004 at the fire department at 7:00pm.
All bills were accepted as valid expenditures and were to be paid as presented.

Supplemental Meeting June 24th, 2004
Newton Township Trustees met for a brief supplemental meeting on Thursday, June 24th, 2004 at 7:00pm at the Newton Township Fire Department.
Meeting was called to order at 7:00pm by Chairperson, Jim Geyer.
Those in attendance were: Bob Mock, township resident, Craig Knox and Chief Don Yarger of the Fire Department, James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk.
Bob
Mock
Was
the first order of business; he expressed his great appreciation of the job the
trustees are doing with the roads. His
main concern is the foliage growing out over the road on Foxfire Drive.
He asked that the trees be trimmed back so he can easily pass through
with heavy equipment. Mock volunteered to do the work himself but was advised
against it. The trustees agreed the
trees would be trimmed as manpower allows.
Mock also expressed a concern that there should be a yield sign placed at
the intersection of Foxfire and Pinkerton.
He was advised that because the township road meets a County road this is
covered by the county.
Fire
Department
Chief
Yarger reported the battery charger on the old squad is malfunctioning and is
causing the battery to go dead. Finley
Fire has been contacted to check it out.
Knox
reported for EMS. Grants for 2005
have been posted and Newton EMS received $17,000
Chief
Yarger asked that Josh Bryan be added to the list of Fire Inspectors for the
township. He also requested he
attend some additional fire training classes.

Dozer
presented an evaluation sheet for township employees to be studied and possibly
be approved at the next meeting.
Dozer
also presented a schedule of monthly dates for employee safety training.
This was approved by all trustees and the first scheduled date is June 30th.
Clerk
Resolution
from County engineer’s office for chip and seal has been received and approved
by the trustees.
Change
order from Kelly Architectural Services was received and approved for handicap
accessibility restroom renovations.
Lois
Folden called and requested permission to use the Fire Station during Community
Days for the annual White Cottage Alumni dinner. This was approved and she will be contacted.
The
date for the next meeting has been changed.
The next meeting will be held on Monday, July 12th, 2004 at the fire
department at 7:00pm. This will be
posted on the Fire House door and sent to the Times Recorder.
All
bills were accepted as valid expenditures and were to be paid as presented.
Meeting adjourned into executive
session to discuss personnel matters on the Fire Department.
8:50 PM Executive session was
closed and meeting reconvened to allow trustees to ask the clerk to submit a
letter to the officers of the Fire Department to attend an executive session
with them at the next township meeting on Monday, July 12th, 2004 at
8:30pm to address personnel.
