Newton Township Trustees met in regular session on Thursday, July 08, 2004 at 7:00pm at the Newton Township Fire Department.

Meeting was called to order at 7:00pm by chair person, James C. Geyer.

Agenda was approved as presented by all three trustees. 

Amendments to the minutes from the last meeting were made:  J. Bryan was recommended by Chief Yarger to be added to the township listing of certified fire inspectors following an executive session.  A notice from the State Auditors office was received about employees working at the new construction site.

Those in attendance were:  Don Yarger, Tim Swingle, Tad Lantz and Craig Knox representing the Fire Department, Pat Kelly representing Kelly Architectural Services, John Tignor a township resident, trustees James C. Geyer, Derek J. Dozer and Charles R. Elson, and Bernadine E. Swingle, township clerk.

Pat Kelly - New Fire Station

First order of business went to Kelly; A pay request from Bi-Con Construction was presented as well as final payment for anything still outstanding.  Payment was approved by trustees.  Site work may not be able to be completed.  

 

Newton Fire Department

Craig Knox had nothing to report but did submit run reports.  Chief Yarger had nothing to report at this time.  Clerk request a copy of the request for approval of the awarded FEMA grant for her records. 

 

Old business

 

Chip and Seal

Geyer has been in contact with the County Engineers office regarding the chip and seal program for our township.  M. Russell states that work should be completed by the end of July.  Geyer also stated that question raised by township resident regarding a stop sign must remain the same.  When a township road converges with a County road it is the responsibility of the County to maintain the stop sign.

No new business to report.

 

Clerk

Next item of business was the presentation of the 2005 Budget for hearing.  Hearing no new changes to be addressed, the budget was approved by all trustees as presented.

All bills were accepted as valid expenditures and were to be paid as presented.

 

Other

Disposition of old Fire Department and property and Fire Levy.

Next meeting will be held Thursday, July 29th, 2004 at the fire department at 7:00pm.

Meeting adjourned at 8:20pm to go into executive session to discuss personnel evaluations and other personnel issues.

 

Supplemental Meeting July 29th, 2004

Newton Township Trustees met for a supplemental meeting on Thursday, July 29th, 2004 at 7:00pm at the Newton Township Fire Department.

Meeting was called to order at 7:00pm by Chairperson, Jim Geyer.

Those in attendance were: Craig Knox and Chief Don Yarger of the Fire Department, Pat Kelly of Kelly Architectural Services; James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk.

Pat Kelly - New Fire Station

First order of business went to Kelly; warranties were presented for the new structure and a book of consent of surety from Bi-Con Services.  A final walk-through was performed this date by Kelly and there are still a couple of issues to be finalized.

 

Excavating is currently underway at the site in preparation for asphalt.  Geyer has contacted the County Engineers office for bidding to complete this procedure.  Township employees have been used to help with this project.

 

Geyer questioned availability of contractor working on window installation.

 

There was an issue with the carpet ordered.  The company ordered all the carpet for the rooms downstairs and is requesting payment.  Kelly to call and report at August 12th meeting. 

 

Fire Department

Knox reported for EMS.  J. Hina has applied for paramedic training, has passed th entrance exam and has been accepted at Grant Hospital.  This will be funded with grant money.   Change in billing policy that read "any person outside township receiving treatment/transportation by the township "shall be" turned over to a collection agency for payment if necessary.  It has been changed to "may be.

 

Knox reported that the new medical director, one Bill Rodgers would be present August 7th, 2004 at 4:00pm for training of personnel and to get acquainted.   

 

Chief Yarger reported that repairs have been completed on the squad, including front brakes, battery charger and controller parts.  

 

7:55PM Moved into executive session.

8:05PM meeting returned to regular session.

 

Geyer moved the resignation of Don Yarger be accepted , seconded by Dozer.  Agreed by all three trustees.  Tim Swingle will serve as interim Chief.  Communication of Yarger's resignation will be sent to all department personnel.  

 

Old Business

Geyer is awaiting a letter of approval from EPA on septic system at the new building site.

 

New building will be available for public when handicapped bathroom modifications have occurred.  Old music room will likely be township meeting room.

Clerk

Notice from health insurance company on renewal of plan was approved after agent could not find better rates.  It was agreed by trustees to stay at the current coverage levels.  Direct withdrawal will be utilized to save money each month.

 

OPERS has notified the township there is speculation for an increase in employee fees due to increasing health costs and increase in retiring people.

 

BWC notified township of informal conference to discuss employee.

 

Frank Gates notified township of being removed from group and it was agreed to keep the company for safety guidance.

 

All bills were accepted as valid expenditures and were to be paid as presented.

 

The next regular meeting will be held on Thursday August, 12th, 2004 at the fire department at 7:00pm.
