Newton Township Trustees met in regular session on Thursday, April 16, 2004 at 7:00pm at the Newton Township Fire Department.

Meeting was called to order at 7:05pm by president, Jim Geyer.

Minutes were approved as presented.

Those in attendance were:  Rudy Biehl of Stonebridge Operating Co., Craig Knox, Don Yarger, Stephen Baker, all of the Fire Department, Pat Kelly representing Kelly Architectural Services, James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk.

Rudy Biehl - Stonebridge Operating Company

First order of business went to Rudy Biehl of Stonebridge Operating Company.  His attendance at the meeting was in regards to the reworking of approximately 14 oil wells in the Rittberger Road area.  There was a need to place a 12" line.  An electric pole will be placed at the location soon.  He requested fill dirt to be placed around the oil collection tanks to serve as a dyke for overflow, etc.  Geyer agreed to meet him on site the next week to confirm/approve any further work to be completed.  A $250 donation was also presented to the fire department to go toward the new building construction.

 

Pat Kelly - New Fire Station

Next order of business went to Kelly; EPA application for excess water running through septic system was presented, 4 estimates for windows in building were presented, estimates for water damaged carpet were presented.  Billing for last month's Bi-Con work was presented and approved.

 

Don Yarger - Newton Fire Department  

Garage door estimate to be obtained next week.  Cascade system upgrade presented to fill air-tanks purchased with grant money was approved by all three trustees.  Discussion about float test software purchase was tabled.  

 

Open House will likely occur during Community Days this met with approval of Fire Department personnel. 

 

Stephen Baker requested the township employees be allowed to trim the tree around the field at the new construction site to allow ease of mowing.   Arm mower is currently under repair and this can occur when it is back in operation.   

 

C. Knox, reporting for EMS department presented requests to bill auto insurance companies when EMS is called to an auto related accident.  This was approved by the trustees.  Knox also requested a similar fee be assessed to the home owners insurance company when the department responds.  This was also approved.  A fee will also be assessed when the department responds to a 3rd dysfunctioning commercial alarm in a 1- year period.  Money collected in this situation will go toward a fund for preventive inspection.

 

 

Old business

 

Condemned property on Limestone Valley Rd.

A resolution was signed by all three trustees to submit an additional letter of intent to the owners to demolish a vacant, condemned building on Limestone Valley Rd.  Asbestos testing will occur in the near future to determine whether an abetment permit will be necessary from the EPA.

 

Henry House 

An estimate to demolish the house adjoining fire department was accepted.

 

New Business

 

Chip and Seal Roads

A list of roads to receive chip and seal has been submitted to the Muskingum County Engineers Office for bids as approved by trustees.  The roads submitted were those that were not sealed in 2003.

 

2nd Monthly Meeting

It was discussed that at least until the new fire department is completed we will begin to have a 2nd monthly meeting.  This will allow for a more timely payment of bills.  The first meeting is scheduled for April 29th.

 

New Time Sheets

New time/work sheets were submitted and approved.  They will be ready to initiate on 5/1.

 

 

A variety of issues were presented by the Clerk including, financing for new construction, vacant/condemned building on Limestone Valley, disability claim of past employee, BWC discount program, Joy Padgett letter received, State Auditor information, Muskingum County Planning letter received.

Next meeting will be held Friday, April 29th, 2004 at the fire department at 7:00pm.

All bills were accepted as valid expenditures and were to be paid as presented.

Supplemental Meeting April 29th, 2004

Newton Township Trustees met for a brief supplemental meeting on Thursday, April 29th, 2004 at 7:00pm at the Newton Township Fire Department.

Meeting was called to order at 7:00pm by president, Jim Geyer.

Those in attendance were: Pat Kelly representing Kelly Architectural Services, James C. Geyer, Derek J. Dozer and Charles R. Elson, township trustees and Bernadine E. Swingle, township clerk.

Pat Kelly - Kelly Architectural Services

First order of business went to Pat Kelly.  A change order for the new building construction was presented to the board for approval.  All members agreed.  A walk-through for a punch list was scheduled for 5/6.  

 

Dozer noted some impending problems on Crock Road.  Trustees agreed this was true and has been an ongoing issues for quite some time.

 

Dozer also noted he will be circulating Avondale to survey possibly seeking block grant money for paving in the future.  This will begin on 5/15.  Geyer agreed to help with this process.

 

Vacant building on Limestone Valley was again discussed and trustees agreed to put a fence around the property to protect children and passersby.

 

Geyer noted the newsletter is near completion.

 

New timesheets will go in effect on 5/1.

Next meeting will be held May 13th, 2004 at the fire department at 7:00pm.

All bills were accepted as valid expenditures and were to be paid as presented.
